The development, known as The Woodlands, will be built on land near Cumberland House Clinic, west of Cumwhinton Drive.
The scheme follows earlier approval by Carlisle City Council’s development control committee in 2022, when councillors unanimously granted reserved matters permission for the project.
Outline permission for up to 160 homes on the site was first approved in 2020 on behalf of Homes England, which acquired the land to promote housing.

The Woodlands will include a mix of one to five-bedroom houses, flats and bungalows, with 30 homes designated as affordable.
The updated plans include a revised drainage strategy to ensure compliance with Nutrient Neutrality requirements and sustainability measures such as solar panels and EV chargers as standard.
The development also involves the conversion of the Victorian Cumberland House into six apartments, while Westmorland House on the same site will be demolished.
Genesis Homes has confirmed that surrounding woodlands will be retained to support biodiversity.
When the plans were first considered, some nearby residents and Cumbria County Councillor Deborah Earle raised concerns about traffic disruption caused by construction vehicles and the volume of new housing in the area.

The development will include public open spaces, improved footpaths, and new landscaping. Genesis Homes said it aims to begin construction in early 2026, following approval of the updated proposals.
The site sits close to the proposed St Cuthbert’s Garden Village, which aims to deliver new housing, infrastructure and community facilities for Carlisle’s future growth.
