Abel Homes is seeking planning permission from Broadland Council for the development on farmland next to Church Street in Horsham St Faith.
The site spans more than eight acres to the west of the village, which is home to little more than 1,000 people.
The new development would be located near the Broadway Enterprise Park, set to include two drive-throughs, a car showroom and a park-and-ride facility when completed.
Abel Homes has outlined designs for a total of 53 dwellings, including bungalows and a block of four flats, a children’s play area and new footpaths.

Constructed alongside the Broadland Enterprise Park, the development could completely change the face of this side of the village which is currently home to a B&B, pub, school and GP surgery.
The enterprise park is hoped to create some 1,250 new jobs and will be more than twice as large as Broadland Business Park in Thorpe St Andrew.
The plans for new housing will be considered by Broadland Council in due course.
