Atkinson Homes has submitted a proposal to Westmorland and Furness Council to build a development of 93 homes of between two and four bedrooms on a 3.34-hectare site at Raiselands in the north west of Penrith off the A6.
The site, which was allocated for residential development in the Eden Local Plan, is subject to a still-valid outline planning application submitted in 2017, which the current full application refers to.
Of the 93 homes, 66 would be market homes with 27 being classed as affordable homes, providing an affordable home quota of 29 per cent of the total development.
The Design and Access statement says that the scheme would provide a mix of ‘high quality’ terraced, semi-detached and detached homes and would include bungalows, comprising twelve varied designs of houses.

A minimum of two parking spaces per property is proposed with the provision of 17 visitor parking spaces.
The primary vehicle access would be from the A6, with an extension of the 30mph speed limit around the area.
The statement says: “To accommodate for the proposed junction for the housing development, the 30mph zone is to be extended 280 metres from the existing farm access.
“To reduce speed narrow lanes are introduced on the A6.”
The planning statement estimates that around the construction of the development would support around 300 jobs, with the long-term benefits also addressed by the applicant.
The statement says: “Once the new homes are occupied, the residents will contribute to the local economy.
“This will include benefits to the council in the form of additional Council Tax revenue and the wider local economy.

“The Council will also receive a New Homes Bonus payment upon the completion of the dwellings.
“Based on ONS data on household spending, 100 homes could generate £1.2million in annual spending by residents in the retail and leisure sectors.
“The provision of housing also assists with the local labour market by delivering homes for people seeking employment opportunities in the Penrith area.
The statement concludes: “The development will contribute positively to addressing the current shortfall in housing land supply and deliver a diverse mix of housing types, including 27 affordable homes, in accordance with identified local needs.”
