Developer Gleeson Land wants to build the homes on three agricultural fields over nearly six hectares of land to the north and west of existing 240 houses, with access via The Street.
When asked during the summer if they supported the building of new houses in the village, 95 per cent of respondents said no.
The application to Wiltshire Council is for outline planning, meaning only permission for the principle of development is sought at this stage.
The applicant says that up to 26 affordable homes – 40 per cent of the total – would be included in the mix, and that public open space, a play area, and a community orchard would be created as part of the development.
Lea has a popular primary school, church, village hall and pub – making new homes sustainable, argue the developers.
It is also on public transport links to Malmesbury, Chippenham, Royal Wootton Bassett, and Swindon with a bus to Cirencester College operating on school days.

The applicant consulted with villagers in the summer, asking whether they supported the provision of new homes, including affordable homes.
Of the 272 responses received, 231 (95 per cent) said no, six (three per cent) said yes with reservations, and six left the answer blank. No-one answered yes.
A decision by Wiltshire Council is expected by January 13, 2026.
