The council said its cabinet would consider the draft local plan on Wednesday, with officers recommending that the plan goes for public consultation.
It added the existing local plan, which concludes in 2028, needed updating to address current and future development needs, and meet government housing targets.
Under new housing targets, announced by the government in December, Derby must build just over 900 homes per year.
On top of housing, 321 acres (130 ha) of land has been allocated for employment purposes, and the council said retail investment would be prioritised in the city centre.
The council said the new draft plan had been shaped by the consultation that took place from February to March 2024 and added the draft plan was set to undergo another round of consultation in January 2026.
Khan added: “These documents are crucial for guiding our developments, encouraging investment and economic development, and implementing protections for the environment.”
